The Bulky Vendor appears in only one world at a time, but moves to the next one once it is defeated or runs away. However, the Bulky Vendor will not appear until after some of the scenery in the room has been destroyed or used.

The Bulky Vendor seems to have a trick to finding where it will be next. It goes through a cycle from world to world, you just need to find it the first time and then go to the next place on the list below and it should be there. Sometimes it goes in reverse too, so if it's not in the next world on the list try the one before it. For example, if you find it in Halloween Town the first time, it will either be in Agrabah or Beast's Castle next. Whichever one it is, it will continue to cycle in that direction.
