Rai is a member of the Twilight Town Disciplinary Committee, along with Seifer, Fuu, and Vivi. The group often causes trouble for [[Hayner]], [[Pence]], and [[Olette]]. Rai is personally responsible for the rumor that the steps at [[Sunset Station]] [[Seven Wonders|count differently up and down]], having counted wrong during a visit with Fuu.
 
On the first day in the simulated Twilight Town, [[Roxas]] and company confronts the Committee, who have been claiming they stole photographs from people all over town. Rai watches Roxas and Seifer's fight with the rest of the Committee. If Roxas wins, Rai defends Seifer, saying that he's not feeling well; if Seifer wins, Rai taunts the others.
 
On the third day, Roxas is chased by [[Dusk]]s into the Sandlot, where the Committee is hanging around. Dusks surround them, but they are suddenly frozen in time. After the Dusks vanish, Rai praises Seifer for driving the Dusks off, and he shouts after Roxas not to forget the [[Struggle]] tournament. During the tournament on the fourth day, Rai cheers for Seifer to win. After Seifer is beaten by the [[fake Vivi]], Rai and Fuu follow him from The Sandlot.

Rai is very tall and muscular for his age. He has tan skin, dark brown eyes, and short carob hair with long sideburns. He has the scruff of a goatee on his chin, and several faint sideburns on each cheek. He wears an orange tank top featuring black and white tribal designs on the chest and two thunderbolts on the upper back, and soot baggy sweatpants bearing red stripes, and the number 8 on the hip over wide yellow sneakers. Around his neck, he wears a silver thunderbolt necklace, and he keeps a blue sweatband with white hemming on each wrist.

In contrast to [[Fuu]], Rai apparently has a loud and brash personality, often ending his lines with "ya know?". He, along with Seifer and Fuu formed the "[[Twilight Town]] Disciplinary Committee". He takes a relatively similar role in Kingdom Hearts II, as he did in Final Fantasy VIII, serving as one of Seifer's lackeys. His role is very minor, and plays only one key part of the story, as mentioned below. Otherwise, he only acts as support for Seifer and Fuu.
Rai is loud, brash, and tries to exude a manly attitude. He is very loyal to Seifer and does anything Seifer asks. However, he is not very smart, so he relies on his strength and is easily angered. As part of the Disciplinary Committee, Rai often bullies others, especially Roxas and his friends.


Later, during [[Roxas]]'s summer assignment, Rai played a comical role where he counted the stair steps incorrectly.
Rai is easily identified by his penchant for ending his sentences with "y'know?", which is noted in [[Jiminy's Journal]].

Rai's appearance, like most Final Fantasy characters in the [[Kingdom Hearts]] universe, was altered from his original in-game appearance. As with Seifer and Fuu, Rai now appears several years younger than he did in Final Fantasy VIII. He has dark skin and short black hair, somewhat shorter than his original appearance, albeit with longer sideburns. For his age he is tall and very muscular. His clothes now consist of an orange tank top and baggy dark sweatpants over wide tennis shoes, giving him the look of a basketball player. Around his neck, he wears a thunderbolt necklace as an homage to his name's origin and his magical attributes in his original game. The number 8 on his pants may also reference the Final Fantasy game he appeared in.

The two of them follow and support Seifer unconditionally, even after Seifer goes rogue and leaves {{ff|Balamb Garden}} to serve Sorceress {{ff|Edea Kramer}}. However, when Seifer resurrects {{ff|Lunatic Pandora}}, he and Fujin beg Seifer to stop following this path and return to being their friend.

Raijin often comes off as rather stupid, and he tends to end his sentences with "ya know?"
Raijin is the Japanese thunder god, which fits, because Raijin uses thunder-based attacks, and any thunder attacks to him heal him.


In Chinese Buddhism, a legend states that Fujin and Raijin were both originally evil demons who opposed Buddha. They were captured in battle with Buddha's army of heaven, and have worked as gods since then.  
He is fought by {{ff|Squall Leonheart}}'s party as a {{ff|Raijin (Boss)|boss}} alongside Fujin. He retains his battle stance from these fights in ''Kingdom Hearts II'' when several Nobodies attack the simulated Twilight Town, despite not possessing any weapon.


==Trivia==
In ''Kingdom Hearts II'', his outfit bears several allusions to his original appearance. His lightning bolt necklace and the bolts on the back of his tank top refer to his namesake and elemental affinity, while the number 8 on his pants may be a reference to the ''Final Fantasy'' installment he appeared in.
