I haven't checked how the reports are written in KH2 in a while, but according to "Secret Ansem's Report 2" on this page, Ansem the Wise had only written Report #0 (aka "Ansem's Report 1") while Xehanort only wrote numbers 1 through 8 (or Reports 2-9).
