 As I play Re:Chain I can answer this question :
He appears pretty randomly, and from what I've found, he appears more often during Disney boss battles. And surprisingly enough, in the Japanese version of Re:Chain, sometimes, when Sora takes out a summon card, instead of saying the equivalent of "Power" he calls out Pluto's name. Weird, huh...
