The Blizzard Arts is an item obtained from White Mushrooms in Kingdom Hearts. It is proof that a White Mushroom acknowledged the player as a master of Blizzard magic. In order to obtain it, you must correctly use Blizzard magic on a White Mushroom three times. If you show it and the other six Arts to Merlin, he will give Goofy the Dream Shield. Its resell value is merely 250 Munny.
