We know it's Razoul but the game doesn't adress him by his name even once, not in the dialogues, not in the quest texts, it's always "Guard of the Royal Palace" (王宮の衛兵, in the quest description) or Palace Guard (衛兵, which is also his ingame description if you move your cursor over him, the other ones is just called 衛兵2).
