There are other places one can host a wiki and other sites. Shared web-hosts, Virtual Private Servers, etc.
Also, I answered your question with my plan earlier. The list is going to feature people who are willing and able to host wikis. But I will elaborate on it down bellow:
So, lets say a person wants to start a wiki, but can't host it. They can look on the list, and choose someone from it and contact them, requesting hosting.
Then, if the host approves of the request, a wiki is set up and started to get worked on.
After some time, When the editors think the wiki is ready, they submit their candidacy for SCIWA.
So... it is kind of like what Sove is doing... offering to host Ratchetpedia. And if he can't, and you can't, then the list is avalbile for you as a place to see possible people to host the wiki. (And potentially, SCIWA in general).
