Here's my theory as to why Xemnas didn't use the Keyblade, his relationship with No Name, and other unresolved questions. After Xehanort extracted his heart, the personas of Master Xehanort and Terra were split into Ansem, Seeker of Darkness and Xemnas respectively. Xemnas's body and soul both came from Terra. TERRA. He was, however, still a Nobody, which is why he was fine with sacrificing and using countless people to create Kingdom Hearts. But why did he want to create it in the first place? All we know is that Xemnas wanted to be a higher existence, create a new world, and Xion told Roxas he can't let this happen. But did Xemnas really want world domination, as it might seem at first? Seeing as he had Terra's persona, Xemnas's only goal would have been to find Aqua and Ventus, gain a heart of his own so he could be complete again (and therefore be a higher existence than a Nobody), and create a world they could live in together peacefully. It is possible that Xemnas knew that the Land of Departure was Castle Oblivion, seeing as he knew about the Chambers of Waking and Repose, and seemed to know where Aqua's Keyblade Armor and Ventus are. This implies that Xemnas's goal may have actually been to create a new Land of Departure. He would, of course, have needed Kingdom Hearts's power to do all this, hence his big plan. Did Terra not say that he would achieve his goal, no matter what the cost? Xion clearly misinterpreted Xemnas's intentions when she told Roxas not to let Xemnas have Kingdom Hearts, as she thought he wanted to control the world. Seeing as he was the Nobody of Xehanort, Xemnas also had access to Master Xehanort's Keyblade Armor, which he used when fighting Sora and Riku. This seems to hint that Xemnas could also use Master Xehanort's Keyblade. So why didn't he? The answer lies in this statement from Master Xehanort's reports: "Keyblades are the man-made counterparts of Kingdom Hearts." According to Dictionary.com, a counterpart is "a person or thing holding a position or performing a function that corresponds to that of another person or thing in another place". If Keyblades serve the same function as Kingdom Hearts, Kingdom Hearts is just a really big Heart, and Hearts define a person and distinguish it from others, using the transitive property it can be concluded that Keyblades and Hearts work the same way: they are a part of its wielder's being and are directly connected to its wielder's persona. By wielding Master Xehanort's Keyblade, Xemnas, who has Terra's persona, would have likely gained Master Xehanort's persona as a result. Seeing as how Xemnas would not have wanted this to happen AGAIN, he refrained from using Master Xehanort's Keyblade. So why not Terra's Keyblade? Well, someone else was using it... Master Eraqus's Keyblade was being used by Aqua, and Ventus's Keyblade being connected to his heart, was being used by Sora. But why didn't Xemnas use Aqua's Keyblade? He had it in his possession, so why not use it? Well, a Keyblade can only be passed down to another that is selected by its original wielder. This is why Aqua could use Eraqus's Keyblade and Sora could use Ventus's Keyblade. However, Aqua never explicitly gave Xemnas permission to use her Keyblade, making him unable to use it. It is for this reason that Xemnas did not use a Keyblade. In other words, Xemnas is a much deeper character that he may seem at first.
