In Kingdom Hearts II, Ice Cream was a slightly heartwarming cameo that was integrated into the plot as a password near the end. Silly, but it is a Disney-based game.
In Kingdom Hearts 358/2 Days, the plot revolved around Ice Cream, and it was the main source of Roxas's angst about Xion's death. Embarassing.
In Kingdom Hearts Birth by Sleep, Ice Cream is used as the basis of the form-changing system which allows you to kill things faster, and it is used to form the ultimate weapon. Ludicrous.
Why hasn't anyone on the development staff stepped up, slapped Nomura, and screamed "Are you actively trying to destroy this series?!"Glorious CHAOS! 18:05, May 16, 2010 (UTC)

I think either you're kidding, or you're completely misreading the role of ice cream in Days. (I bet it's because of the line Roxas says before Xion disappears, isn't it. Geezis Craps! Everyone takes that line literally! It's a Japanese thing, people! Don't be so friggin literal!)
As for BBS, you don't have to use ice cream at all, you only need to play that damn minigame once and then you're done. And why shouldn't there be a Keyblade for it? It's exactly like Ultima Weapon in KH and KH2, a keyblade for completing an optional item creation activity. It's not really such a big deal that it's ice cream, is it?
In short, I think you're taking it too seriously.

I smell easy green....not surprising since this is from the same guy who killed off a flower girl in front of the main protagonist but can't seem to revive her with a Phoenix Down because for some reason the impossibly long sword kills her more than the giant lasers, sudden deep freezes, numerous poisons, explosions and infectious claw slashes a few minutes ago. I think ice cream plays a role because of the inherently nostalgic feelings it brings to most people. Well, except the lactose-intolerant ones ... but I digress. For most people growing up in western society and Japan, ice cream is a connection to youth and times of innocence. It's no coincidence that women on TV commercials, sitcoms, and soaps who feel down symbolically go for the big tub o' Hagaan-Daaz to feel better. Admittedly, Nomura seems to rely on it a bit much for shorthand, but still, he could have picked worse things to symbolize simpler times. Think we would have thought the same of Ansem the Wise if he suddenly grabbed a fluffy teddy bear, for example? Or if Roxas had cried over Xion because of a yo-yo?
Besides, this explains why all the characters start screaming when things don't go their way ... they've got an ice cream headache.
