	I also kinda prefer option 2 with this additional comment: I would consider ~~KH1FM~~ as a modifier of ~~KH1~~ and ~~KH1FMHD~~ as a modifier for ~~KH1FM~~. I do not like using a ~~KH1~~ tag to indicate "not in FM"; it feels confusing and a little wishy-washy, if that makes any sense.
