Time Splicer (タイムスプライサー, Taimu Supuraisā) is a technique in Kingdom Hearts Birth by Sleep usable by Ventus and Aqua. It locks everything within a radius of the user in a time freeze.

This move is less effective against bosses since the time lock doesn't work against them. The person using Time Splicer can still teleport and hit the boss although not in time lock but keep in mind, the boss can still move and hit you in mid-session of your combo.

Time Splicer resembles the Lethal Frame Sleight from Kingdom Hearts Re:Chain of Memories, except that it targets multiple enemies.

Mechanics

In Kingdom Hearts Birth by Sleep, Time Splicer is an Ultimate Attack Command that takes up two slots in the Command Deck, has a maximum level of 6, and a normal reload time of 25 seconds. During the attack, the user can teleport from enemy to enemy hitting them multiple times by pressing . At the end of the combo, all the enemies hit will take the damage given during the time lock.
