Speculation
Whether Riku is capable of using Synch blade is considered debatable among fans. In Kingdom Herats II, he is shown giving Kairi a Keyblade in order to battle Heartless. However Riku is not holding two Keyblades at one time. This makes it probable that Keyblades can be summoned by one Keyblade Master and given to another user.

Synch Blade is an ability which allows a Keyblade wielder to summon another Keyblade during battle. So far, only Roxas is able to use this ability to summon his two Keyblades naturally, the Oblivion and the Oathkeeper in battle, and Sora while in Valor Form, Master Form, and Final Form.
