Who is she, she tells Kairi the story then she's gone. Could she have a bigger part to play later or what? What do you think of her ties to Kairi and Kingdom Hearts?

Most People think she's her grandmother.

It is her grandmother. Sora explicitly mentions it in the Underwater Cavern after retrieving the Navi-G piece. After Kairi says "A light at the end of the tunnel..." Sora responds by saying "Oh, your grandmother's story, right ?" What more evidence do we need ? Also, remember that Sora was there in a flashback of Kairi's memories, because at that point in time her heart was literally in him.
