I also kinda prefer option 2 with this additional comment: I would consider KH1FM as a modifier of KH1 and KH1FMHD as a modifier for KH1FM. I do not like using a KH1 tag to indicate "not in FM"; it feels confusing and a little wishy-washy, if that makes any sense.
