The reason Xigbar sits on the lowest seat might be, like the opening post of the forum says, due to the members using the seats from the original Organization without changing heights, and Xigbar being number IV, he would sit on Vexen's seat, which is the lowest. Because just like that guy there said, I also remember seeing HERE on this wiki that thing about the seat height being related to missions but now I cannot find it. So if it was edited/removed I cannot directly quote it, but nonetheless I'm positive it at least used to be on this site at some point. Also some posts above mention seat height changing upon completing missions in 358/2 (didn't play Mission Mode and the game much to be honest).
