Not all IP's are stupid, and some actually DO make fairly decent edits. It is those people we deliver the Welcome:IP template to, which we don't really seem to do any longer. Perhaps the policy message should say : Not all IP's have their hearts set on corroding the Wiki. Before undoing an IP's edits or delivering a warning, READ what they post. If it is a decent edit that is absent of folly, deliver the Welcome:IP template. Do not ask Admins to block/ban IP's unless they are being extremely disruptive.

I've never even noticed any problem with this. When vandals vandalize it's pretty obvious. Of course there are contributive IP's, and it seems to be that we have been giving them the {{Welcomeip}}. I don't think that there are any Users who are immediately undo-ing the edits of any/all IP's. But, if there are, then you should refer them to this page.
