Despite being a browser game, Square Enix treated the game as the next mainline entry in the series, with Tetsuya Nomura and Tatsuya Kando serving as co-directors and Yoko Shimomura composing the original soundtrack. While the game was originally developed in-house, the team ran into difficulties early on due to never developing a browser game themselves before. Development was then outsourced to Success Corporation with the team now acting as co-developers and supervisors.
The game was designed as a fundamentally single-player experience, though multiplayer elements were included from the start. In an effort to create a supportive yet unobtrusive guide, the team created [[Chirithy]], a companion character designed around the Scottish Fold breed of cat.
