Xemnas specifically refers to the goal of the original Organization (making Kingdom Hearts) as having been unattained, because the original members were inadequate for that goal. | |||

I do think Xehanort is norting more than his allotment of 13 so he has spares in case any of his chosen 13 fall before the time comes. Also Roxas was seen as a highly valued potential vessel, so he could easily join the final lineup. | |||
