Data-Roxas only ever uses his "Keyblades" against Data-Sora, but his Keyblades seem to be fake like Data-Sora's first "Keyblade", simply because all Data-Roxas is intended to be is a data program and does not specially gain his "Keyblades" the way Data-Sora gets his real Keyblade.
