Bureaucrats are administrators with the additional ability to make another user a sysop or bureaucrat. They are not administrators with extra authority, and have no other special priveleges.
Making other users sysops or bureaucrats should only be done according to consensus.
Bureaucrats cannot desysop an administrator; only Wikia staff members can do that. To reach one, look on Central Wikia's staff list and contact one or get on Wikia's IRC channel (irc.freenode.net #wikia). Desysopping will not occur without a valid reason.
