Well, the game refers to them as such, and they are legitimately different beings in the game itself. However, wiki-wise, and in reality, they are the same person, just different forms. So, to stay in the same frame as the game, it's better to refer to each as one separate being, than one person. It would not flow well, if let's say, we said "Xehanort fought Riku by possessing Xehanort" for example. However, if we're talking about the list of characters/bosses, it's a similar situation to Flora, Fauna and Merryweather.
