No, you're misunderstanding. It's not about the Guardian, it's about XEHANORT HIMSELF. Xemnas talks during battle. Ansem talks during battle. Old Xehanort talks during battle. Terra-Xehanort talks during battle...EXCEPT when he summons the Guardian
