I don't think bans or blocks should be given for casual conversation at all. warnings could be given after a lot of offences, but if somebody wants to see the most recent changes(not including talk pages), that's what the sidebar is for. most of the people who are socializing on the talk pages (including me) were unaware of this rule. And another thing. It's called a ''talk page'' for a reason. it's not called a "Help page" or "Edit Discussion page". The only punishment involved should be a warning, if anything at all.
