Everything we've learned abut Heartless so far seems to suggest that they are quite different from their complete beings, in the same manner as Nobody's being considered different characters. If we count Roxas, Sora's Nobody, as a character in all the games he's appeared in, I see no reason why Sora's Heartless wouldn't be a character in KHI.
