I have a problem. I have gone through the worlds and beat Agrabah, I then went back to the Travlers town and went and got Bambi. I then went back to Agrabah and went both ways to the LV area. And no Monstro. I have flown both ways a few times and he will not appear. I don't know if I have forgotten to do something or what the whale's problem is. Did you use Normal Drive ? (I usually get Monstro when activating Warp Drive.) The place where the whale appears can vary according to the save file. Sometimes it can be near Halloween Town, sometimes near Atlantica, sometimes in a rather awkward spot. I guess all I can say is... keep trying.
