The Storm Rider is a PUREBLOOD heartless. The Emblem heartless were all created by Ansem, and were more powerful, apearantly. Hearts taken by darkness or Purebloods turn into Purebloods (ex. Sora). Hearts taken by Emblems turn into Emblems (ex. random guy in Traverse Town).
