"...it was turned into a Heartless." key word being "it was turned", as in "someone[thing] turned it into a heartless".

I think the solution here is pretty obvious.  Chinese dragons are typically portrayed as wise and good, or in Kingdom Hearts terms, lacking darkness in their hearts.  Now if Xigbar had just plain turned it, the dragon would have likely turned into a shadow, possibly a neoshadow. So isn't likely that he used some sort of machine, which Xemnas could have easily built mind you, to facilitate a greater change then normal?
