I want to see if anyone can verify that it's only a "chance" that he's unlocked at the end of a game where he appears from one of the Special Panels. In my experience, he was always unlocked the first time he appeared, so long as the game wasn't played as an Event in the Mirage Arena. It also appears to unlock regardless of whether you have any contact with him during the board game or whether you win or lose.
