I don't remember where it was, I think in the Ultimania, but when Nomura was asked why there wasn't any Final Fantasy characters in Kingdom Hearts III he mentioned that he had the team create in-game renders just in case he could use characters like Leon and he specifically mentions the Fairy Godmother as well.
