Levels panels are obtained one of two ways:
 
* Gaining enough EXP to be granted a new level panel
A Level Up panel is obtained every time the player gains enough experience from defeating enemies during missions, up to 32 times.
* The player may purchase these panels at the Moogle shop
 
The remaining 7 Level Up panels can be obtained through other means:
