Despite being a browser game, Square Enix treated the game as the next mainline entry in the series, with Tetsuya Nomura and Tatsuya Kando serving as co-directors and Yoko Shimomura composing the original soundtrack. While the game was originally developed in-house, the team ran into difficulties early on due to never developing a browser game themselves before. Development was then outsourced to Success Corporation with the team now acting as co-developers and supervisors.
 
The game was designed as a fundamentally single-player experience, though multiplayer elements were included from the start. In an effort to create a supportive yet unobtrusive guide, the team created [[Chirithy]], a companion character designed around the Scottish Fold breed of cat. Due to difficulties of trying to recreate the standard ''Kingdom Hearts'' experience on a browser, a new artstyle was created based on ''[[Kingdom Hearts Mobile]]'' while also being inspired by the fairy tales seen in previous games. Since the primary control method was a mouse, gameplay was greatly simplified to be be based around cards with various effects. The combat presentation was made much flashier to compensate for the simplicity.
 
This game and ''[[Kingdom Hearts III]]'' were being developed concurrently, with development for this game being briefly suspended at one point so all hands could be on deck for pre-production of the next numbered entry. This created a strong narrative connection between the games by virtue of being written at the same time, though Nomura reiterated that the story of ''Kingdom Hearts χ'' would be lighter than other titles as the team wanted to completely seperate it from the storyline of the main series. During development of this game, another title for mobile devices was in development, with initial plans being both titles coexisting and being updated concurrently. In [[Dive to the Heart]], Player is given a choice to choose which of the five [[Union]]s to join: Anguis, Leopardos, Unicornis, Ursus, and Vulpes. Once [[Player]] has chosen, darkness surrounds them and Player summons forth a [[Keyblade]]. After being enveloped in light, Player appears in [[Daybreak Town]] and is immediately attacked by a [[Darkside]] [[Heartless]]. Following their victory, the Foreteller warns Player that there are others who appear to be collecting light in order to fend off the darkness, but other Unions do not necessarily strive for peace across the worlds and are gathering and hoarding Lux for their own selfish desires. The Foreteller instructs Player to discern whose darkness is hiding behind a façade of light for themselves. Once the Foreteller leaves, Chirithy sends Player to other worlds to fight the darkness via the [[Lanes Between]].
The Player is not alone, however, as a small cat-like figure had arrived alongside the Foreteller. Introducing itself as [[Chirithy]], the figure explains that someone who had sought out the Light, the Player had been chosen to become a Keyblade Wielder and to use the Keyblade - a weapon of light - to fend off the darkness that is quickly covering the worlds. Chirithy tells the Player that it's their task to keep the Darkness at bay, collect Light and protect the world. Additionally, Chirithy details the existence of the Heartless as malicious beings of Darkness who seek out hearts and are intent on plunging the worlds into darkness; with the Keyblade being the only thing capable of opposing them. With this, Chirithy reveals that it had been tasked by the Player's Foreteller to act as an aid to the novice Keyblade wielder throughout their training. Before progressing forward, Chirithy indicates that the Player’s Keyblade, much like the Player themselves, is incomplete and still requires the power of “Cards” called Fragments – one of which happens to be lying on the ground nearby. When the Player appears to be confused, Chirithy suggests that they continue later. With Chirithy’s exit, the Player goes to pick up the Card, only to be beaten there by a Moogle. The Moogle tells the Player that they have many Cards that they can offer, but for a price. Ultimately, the Moogle gives the Player the Card, calling it a sample of what he has to offer.


Player visits future worlds [[Dwarf Woodlands]], [[Wonderland]], and [[Agrabah]], where they defeat hordes of Heartless, but they are unable to locate where the Heartless are originating from. Chirithy reminds Player that even though the five Foretellers have the same goal, their wills differ, which is why Player must not lose sight of who they are. Later, Chirithy discovers that the Darkballs that they found in Agrabah had come from another world and sends Player to [[Olympus Coliseum]] to defeat the Heartless.

Revealing that it wants the Player to go to these other worlds to fight the darkness, Chirithy then informs the Player that the Lanes Between had been opened and they could use them to access these other worlds.


Afterwards, Player returns to Daybreak Town to help several other Keyblade wielders fight off Heartless and meets another Keyblade wielder named [[Ephemer]], who is from a different Union. Ephemer wishes to explore the Foretellers' Chamber, and despite Chirithy's protests, Player agrees to accompany him, though Ephemer eventually goes ahead without them. When Player arrives at the Foretellers' Chamber, [[Foreteller Ava]] challenges Player to a fight to test their strength and defeats them soundly. Afterwards, Ava notices Player that they have sadness in their heart, which is linked to darkness, and tells the Player to return home. During a mission at [[Beast's Castle]], Player meets another Keyblade wielder named [[Skuld]], who is from the same Union as Ephemer and invites Player to explore the Foretellers' lair. They are suddenly shocked to see two Foretellers fighting each other and encounter strange Heartless as they continue their mission. After the two defeat them, they also encounter a Nightmare Chirithy, who informs them that the Heartless they defeated are Keyblade wielders consumed by darkness.

While in Wonderland, Chirithy also detail his origins: “The world was in Darkness. But, the world where I came into being was full of a very bright Light. The person who bore me from this world was smiling and looking at me from within the Light.” Ultimately, the Player manages to help the locals, but when Darkballs appear in Agrabah, Chirithy is unsure of where they came from and wonders whether or not "he" knew something about it - heading back to Daybreak Town alongside the Player.


To further understand the mysteries of the Foretellers and the future, Player, Chirithy, and Skuld re-enter the Foretellers' Chamber, where they are caught by a Foreteller. They are told that Ephemer is a traitor to his Union and that he has disappeared. Player then challenges the Foreteller to a duel, assuming Ephemer has been captured, but are no match. Afterwards, the Foreteller is revealed to be Foreteller Ava, and that Player's quest was a test of their character to see if they are worthy joining the [[Dandelions]] and going on to the Realm of Light to avoid the impending Keyblade War. Skuld accepts the offer, but Player remains uncertain if they should join Ephemer, who has gone on to the Realm of Light, or stay and fight to save the future. Later, they overhear two Keyblade warriors accusing each other of stealing Lux from their Unions, and Player is forced to fight [[Foreteller Aced]], who defeats them with ease. When Ira arrives to stop the fighting, Aced claims that he is collecting more Keyblade warriors to prepare for the upcoming war before he departs. Ira tells Player, Skuld, and Chirithy that the war cannot be avoided and tasks the trio to search for [[Foreteller Gula]], who may know of a solution to avert the war.
Upon returning to Daybreak Town, Chirithy compliments the Player’s progress, ultimately deciding to tell the Player what they need to know: “Before the person who created me vanished, he gave his six disciples new names, and to five of them, a prophecy. Those five disciples, now Foretellers, read the prophecy in which the future was foretold - but they seemed to be shocked by the last verse: "By waging war on that land, Light shall face defeat and be annihilated. The world shall be engulfed in eternal darkness." In order to save the future, the five Foretellers thought about using the hidden power within the prophecies.” Chirithy reveals to the Player that it is this power that they’re using, with the Cards acting as intermediaries. They used power from the future to protect the light from darkness, and tried to change the future that’s engulfed in darkness. Chirithy reminds the Player that even though the five Foretellers have the same goal, their wills differ, which is why the Player mustn’t lose sight of who they are. Later, the Player seeks out Chirithy again, who claims to have been doing research on his own about the Darkballs that appeared in Agrabah. As he’d thought, the Darkballs had come from yet another world – and so Chirithy sends the Player to [[Olympus Coliseum]] in order to further fend off the Heartless.


When Gula is found, he reveals that the only one who could stop the Keyblade War is the Master of Masters, who had disappeared along with the sixth apprentice, [[Luxu]]. Meanwhile, Ava tracks down Luxu, who had been ordered to watch the future unfold by the Master after discovering the contents of the "Lost Page" in the Book of Prophecies. Once Luxu reveals the truth about the events that have been occurring and the identity of the true traitor, a shocked and furious Ava engages Luxu in a duel, ringing the clock bell that signals the beginning of the war. Meanwhile, Skuld returns to her Union and Player encounters Nightmare Chirithy, who scorns them for avoiding the war. Nightmare Chirithy then summons the corrupted Keyblade wielder Heartless from earlier, forcing the Player to fight them. When Player emerges victorious, Nightmare Chirithy dissolves into darkness, but vows to meet them again.
