It's hacked, there seems to be no legitimate way to get it. I'm not sure if the other items listed, "Fireworks", is actually the other unused training tool. I've contacted the person making this image so maybe this one will get a name too. --ShardofTruth 14:52, 6 April 2016 (UTC)
