No, it isn't. Xigbar is own person, who worked alongside Xehanort and made into become his vessel. Same as Isa.
(It is stated that all members of the True Organization XIII are from different time periods, and that they return to their original time periods soon after Master Xehanort appears. Thus, it may not be accurate to say Xigbar was "revived".)
