As Nobodies, the members of the Organization do not have hearts. They therefore have no real emotions and, consequently, cannot feel guilt. How they act out their "feelings" is rather based on memories, that they should probably feel and react in a certain way in certain situations. However, Naminé did NOT have any memories of the past.
