Xehanort believed that the balance between light and darkness was what sustained the worlds. However, he noticed that light was prevailing and that darkness was excluded too much. As a result, he created a goal for himself to destroy the current system of light and recreate a new system of darkness, and through the rise of darkness, he would reorganize the worlds.
