Well, now that the game has introduced the concept of "True" Darkness, and that these Darknesses were once people that gave their humanity up to become what they are but they would what remains of it's humanity as wellc becoming into the beings of Darkness now known as Heartless, it's safe to say that Chernabog himself was once a True Darkness unrelated to the 13 ones from Union X, and after sometime between the games, it's somehow ended up at the Bald Mountain. Since that world was different yet it's had a Dark aura around it, the True Darkness has adapted into it to become more like the Black God that we know about today. It's also would make sense considering what we know about them, as one thing TvTroupes tells about them: | |||

This is from TV Tropes from someone who says it came from a BBS artbook, so not sure how truthful it is. Apparently, Chernabog was meant to be the final boss of the original game, the embodiment of all darkness and evil, and the final dungeon would have taken place on Bald Moutain, with the light of Kingdom Hearts destroying Chernabog in the same way the light of dawn drove him back in Fantasia.
